River Row Santa Cruz | Santa Cruz, CA

Downtown Santa Cruz has long sat beside the San Lorenzo River without fully embracing it. The city's downtown plan aims to change that, reactivating the river area with new retail, publicly accessible spaces and high-density housing. Lincoln Property Company is answering with River Row, 175 apartments over ground floor retail at both the street and river levee walk levels.

The path forward is complex. The project's height and density are achieved through State Density Bonus incentives tied to on-site affordable units. The seven-story building is divided into three masses, creating two publicly accessible mid-block breaks that reconnect the city grid to the river, and its design blends traditional and modern styles drawn from the surrounding area. The team, with BDE Architecture as a guiding partner, has navigated a complex jurisdictional system of city and county authorities, the Army Corps of Engineers and the Coastal Commission.

When complete, River Row will offer a generous lobby, fitness, bike and surf storage and repair, a resident lounge with co-working areas and two roof decks, along with 168 parking spaces. Most of all, it will invite the community to dine, shop and gather beside the river.
